VAF 0.1.0a32: Docker services only when VAF starts

On Windows, VAF 0.1.0a32 no longer turns a workflow away as already running, and Stop reaches every running sub-agent there.

0.1.0a32 is out. VAF's Docker services start only when VAF itself starts: the desktop app, vaf start or vaf run. Plain commands such as vaf --version or vaf stop leave them alone.

vaf update

One more bug is fixed:

  • On Windows, a workflow starts instead of reporting that it is already running, and Stop finds every running sub-agent there. When two parts of VAF read the sub-agent queue at the same moment, one of them could see it empty. A workflow then took its own registration for a missing one, and a Stop could miss the task it was meant to end.
